On URLs: most agency sites block direct fetches from a browser, so URL loading routes through a public proxy that can be slow, rate-limited, or blocked outright — and a URL that points straight at a PDF works the same way once fetched. How this works for any funder: structured fields (opportunity number, dates, award amounts, page limits, agency) are extracted with NIH-tuned patterns first, falling back to general label matching that works across NSF, DOD/DARPA/ARPA-H, DOE, foundations, and most other solicitation formats. Anything a labeled field doesn't catch — program-specific language, eligibility text, scope changes — still shows up in the full-text comparison below the field tables, so nothing silently gets missed just because a field wasn't recognized.
